Hi Jonners59, thanks for taking the time to file this bug report and
help us make Ubuntu better.

I believe that there is just another package manager running. This error
message indicates as much:

Setting up tzdata (2010o-0ubuntu0.10.04) ...
debconf: DbDriver "config": /var/cache/debconf/config.dat is locked by another process: Resource temporarily unavailable
dpkg: error processing tzdata (--configure):
 subprocess installed post-installation script returned error exit status 1
Errors were encountered while processing:
 tzdata

You may want to try rebooting and then re-running update manager, or if
that is not possible, you can try to determine what process has the
config database locked by running this in a terminal:

sudo fuser -v /var/cache/debconf/config.dat

And then kill the process that has the database open.

Closing bug report as Invalid.
