[Bug 676714] [NEW] pull euca2ools 1.3.1 into natty

Public bug reported:

Binary package hint: euca2ools

upstream for euca2ools is at 1.3.1.  We should re-sync there, knowing
that we might do it again later in the cycle (to pick up a newer drop
with some additional info).

I've got a branch worked out that rebases our changes into quilt 3.0
source format.
