Hi Chuck,

As suggested, I've tried to add '-vvv' directly in the upstart job.

now it looks like :
exec /usr/sbin/in.tftpd -vvv --listen  --user ${TFTP_USERNAME} --address ${TFTP_ADDRESS} ${TFTP_OPTIONS} ${TFTP_DIRECTORY}

then:
sudo service tftpd-hpa stop
sudo service tftpd-hpa start

but still the same issue :(

My guess is that it has nothing to do with upstart as if I launch tftpd-hpa manually with foreground option
(/usr/sbin/in.tftpd -vvv --foreground  --user tftp --address 172.31.20.5:69 --secure -vvv -m /srv/tftp/remap /srv/tftp/fai) I don't get any log output too.
