I believe this is fix-released in maverick.  I use -curses when booting
the uec images under kvm.  At most, to make it work you have to
blacklist vga16fb.

That path *does* append to /etc/modprobe.d/blacklist.conf before upstart runs.  It adds the following:
blacklist vga16fb
