This is related to #362951 where it was originally opened up under bash-completion but upon reading the relevant debian bug (debbugs #522739) sounds like it should be opened up under the mtx package.
I've just tested this on a new 10.04 system and found that the bug still
exists. Below is the output of me trying to do tab completion right
after typing /de. As in root at admin1:~# mtx -f /de<tab>
<code>
root at admin1:~# mtx -f /decannot open SCSI device '/dev/changer' - No such file or directory
cannot open SCSI device '/dev/changer' - No such file or directory
cannot open SCSI device '/de' - No such file or directory
</code>
