[Bug 585784] [NEW] Instance losses associated address

Problem

1 I start an instance with the image below, the instance is starting fine. The instance gets a default public address. 
2 I associate the instance with an address.
3 I change the host-name of the instance, alters /etc/hosts, and install some software.
4 After some time the associated address is removed from the instance, and the instance gets its original public address.

Just before the address is lost from the instance, the following stack-
trace is shown in cloud-error.log - see attachment for full stacktrace

ERROR java.lang.IllegalStateException: Trying to clear an address which is not currently pending.

        at com.eucalyptus.address.Address.clearPending(Address.java:342)

Cloud controller is configured with MANAGED-NOVLAN

Expected behavior

associate-address calls is persistent, unless the instance is stopped.
