Looks like I jumped the gun on this...

This originally came from a relatively new Red Hat bug:

So, I have mud on may face... the version of dhcp3_client in Lucid is:
3.1.3-2ubuntu3.   The version in the Red Hat bug isn't specified, but it
appears to be older, as the attached patch doesn't apply cleanly.   The
code in our version has been heavily re-factored.

It appears that there still is a fixed initial delay ( 3 seconds? ),
however I need to do some more work to confirm this.
