[Bug 572764] [NEW] libvirt-bin does not read /etc/defaults/libvirt-bin on startup

Public bug reported:

When starting up libvirt-bin on lucid it is not reading and applying the
libvirtd_opts to the starting libvirtd

This causes libvirt not to be able to be communicated with via tls.   it
is hard coded to start with the -d to make it a daemon  but can not be
started to listen


If more information is necessary please ask.  I have upgraded to lucid on four host and have this problem on all four.

This is a lucid 64 bit install and upgrade.   Completed a clean install
to see if the upgrade process was the problem, it is not the cause of
this issue.
