Sounds good to me, since 1.5.4 -> 1.7.0 will not be hit by normal
upgrade scenarios.

The message sounds wrong though:

Description: Upgrading from 1.5.4 and below.
 You are upgrading from a release prior to 1.7.2.

I suspect you want:

Description: Upgrading from 1.5.4 and below.
 You are upgrading from a release prior to 1.6.0.
