Public bug reported:

Binary package hint: qemu-kvm

The default kernel same-page merging (KSM) polling frequency is set to
20 milliseconds. This is far too frequent (in my opinion).

A separate task should be opened against the kernel to ensure that the
upstream default is sane.

But for now, let's change this to 2000ms when enabling KSM in the qemu-
kvm upstart job. Note that an admin will be able to configure this in
/etc/default/qemu-kvm
