[Bug 549022] [NEW] NC publication job should support specific IP

Public bug reported:

When there are multiple network interfaces on the NC, the eucalyptus-nc-
publication job broadcast on every interface. If the CC is also on the
same multiple networks, the node will be registered multiple times. I'd
like to be able to specify which IP address should be used to register
the NC (the same way as the CLC, SC, CC, Walrus publication jobs).
