[Bug 541470] [NEW] euca-register sets public by default

euca-register sets 'public' by default

$ euca-register lucid-20100317/lucid-server-uec-amd64.img.manifest.xml

$ euca-describe-images emi-E4F7151C

Now, register something in ec2:

$ euca-register --config ~/.eucarc.smoser.ec2 smoser-images-testing-us/bogus-image.manifest.xml
IMAGE	ami-db00efb2
$ ec2-describe-images ami-db00efb2
IMAGE	ami-db00efb2	smoser-images-testing-us/bogus-image.manifest.xml	950047163771	available	private		i386	machine			instance-store

Note, above, the image registered in eucalyptus defaults to 'public',
meaning that the user has to explicitly make something private, and
possibly loses a race to do so.  I used 'ec2-describe-images' not euca-
describe-images due to bug  due to bug 541468.
