I agree that the new upstream version is mainly bug fixes.

It seems that there is at least one new feature:

The diffstat is also important:

 49 files changed, 2040 insertions(+), 308 deletions(-)

So I'd rather have a Feature Freeze Exception. Please ask for a FFe.
