The bug has been fixed for 8.04, although the changelog is missing the
LP#:

munin (1.2.5-2ubuntu3.2) hardy; urgency=low
  * Added patch to fix irqstats using the 2.6.24 kernel.

And /usr/share/munin/plugins/irqstats is indeed working correctly with
2.6.24 now.
