[Bug 532587] [NEW] removal of package does not stop daemon

Public bug reported:

Binary package hint: puppet

After installing and starting puppet, I removed the package.  The state
of the machine after that illustrates two packaging bugs:

1. puppetd is still running,  despite the binary (and package) having been removed from the system.
2. the puppet user and group created at install time were not removed.
