[Bug 596312] [NEW] dbconfig-common doesn't prompt for password when using software center

Public bug reported:
Binary package hint: bacula
Other packages have the same problem (ie torrentflux), when installing
from terminal, dbconfig-common asks for the root password for
configuring mysql db. However it does not when installing using the
software center, which causes installation to fail.
