Your issue seems to be related to this apparmor message:

So you probably need to edit /etc/apparmor.d/usr.sbin.ntpd to add this
capability.
Nevertheless, I do agree ntpd should not die a most horrible death
because of that. Unfortunately, we do not have a stacktrace to look at.
Can you please provide us with one?
