I'm afraid I'm still having some issues. I'm most likely just missing
some subtle thing entirely...

I edited the apparmor profile, and the vm starts just fine. I update the
memory with both setmaxmem and setmem, however, a virsh dominfo qa-matt
still yields:

root at qa:~# virsh dominfo qa-matt
Id: 3
Name: qa-matt
UUID: cd70ac70-de56-5792-6340-5372a5f7ddcf
OS Type: hvm
State: running
CPU(s): 1
CPU time: 0.0s
Max memory: 2097152 kB
Used memory: 1048576 kB
Autostart: disable
Security model: apparmor
Security DOI: 0

The virtio_balloon module is loaded on the VM.
root at qa-matt:~# free -m
total used free shared buffers cached
Mem: 999 129 870 0 12 44
-/+ buffers/cache: 72 926
Swap: 975 0 975
