I can reproduce with:

x86_64-softmmu/qemu-system-x86_64 -hda ~/images/linux.img -snapshot -m 4G -monitor stdio -enable-kvm
QEMU 0.12.50 monitor - type 'help' for more information
(qemu) migrate_set_speed 1G
(qemu) migrate -d "exec:dd of=foo.img"

Even though the rate limit is set at 1G, we're not getting more than 1-2MB/s of migration traffic.
