The apparmor profile is preventing access to /usr/lib/ssl/openssl.cnf and bind 9.6 now needs to be at least able to read that file.
Try adding the following line below "  /etc/ssl/openssl.cnf r," in /etc/apparmor.d/usr.sbin.named:

 /usr/lib/ssl/openssl.cnf r,
