I think I can reproduce this here on maverick, but would like some more information on exactly how you set things up.
a.) How did you "change to a static configuration" exactly?  Ie, did you do this through network-manager or through /etc/network/interface
b.) Are you sure networking was broken or just DNS ?

When I set up static networking in network manager over a wireless
connection, dns didn't seem to be working properly from the guest.
However, I could still reach hosts by IP address.  I don't believe this
is a wireless issue.
