While this bug shares some resemblance with bug 503180 (both are about
waiting for a set of conditions before triggering an upstart job), I
would consider it a different issue. It's not about the same jobs, and
the condition is different.

   eucalyptus-cloud doesn't reply to requests (eucalyptus doesn't work after reboot or services restart issues due to upstart networking behavior)
