[Bug 527286] [NEW] FFE for PHP 5.3

Hi,

I would like to ask for a feature freeze exception for PHP 5.3.1.

The reasons for this change is:

* More and more php web applications going forward in the future will be use PHP 5.3. Therefore giving are users an easier time to install PHP based applications.
* Easier to support for future stable release updates and easier maintenance for lucid point releases.
* We need to support PHP 5.3 for 5 years, PHP 5.2 will probably be EOL by that time.

I have attached the changelog between php 5.3.1 and php 5.2.12, the
debdiff between 5.2.12 and 5.3.1, the proposed changes between our
version of PHP 5.3.1 compared to Debian, and the build log.

I wish this was done sooner, but it was not ready in time from upstream.
Dont get wrong this is a big change that is necessary going forward.
