Please sync dbconfig-common 1.8.44 (main) from Debian testing (main)

While adding dbconfig-common to ampache's packaging I hit
http://bugs.debian.org/cgi-bin/bugreport.cgi?bug=567402
I can confirm that this is a problem in lucid.
This is a bug fix only sync

  * Fix bashism in dpkg/config. (Closes: #567402)
