Binary package hint: synaptic

I try to follow instructions (
https://help.ubuntu.com/8.10/serverguide/C/openldap-server.html ) to
configure ldap, but fail on first step:

sudo dpkg-reconfigure slapd

It does not ask for password and does not create database.
