Confirming with Ubuntu 9.04, I commented out the line in the file
/etc/hosts so that the file reads:

127.0.0.1	localhost
127.0.1.1 machinename

# The following lines are desirable for IPv6 capable hosts
# ::1     localhost ip6-localhost ip6-loopback
fe00::0 ip6-localnet
ff00::0 ip6-mcastprefix
ff02::1 ip6-allnodes
ff02::2 ip6-allrouters
ff02::3 ip6-allhosts

Restarting the server I get the response:

user at machinename:/etc$ sudo /etc/init.d/freeradius start
 * Starting FreeRADIUS daemon freeradius       
                                          [ OK ] 
user at machinename:/etc$ ps -e | grep freeradius
19197 ?        00:00:00 freeradius

lenovo at lenovo-laptop:/etc$ radtest test secret localhost 1812 testing123
Sending Access-Request of id 117 to 127.0.0.1 port 1812
	User-Name = "test"
	User-Password = "secret"
	NAS-IP-Address = 127.0.1.1
	NAS-Port = 1812
rad_recv: Access-Reject packet from host 127.0.0.1 port 1812, id=117, length=20
