[Bug 520266] [NEW] support signature version 2

Public bug reported:

UEC only supports signature version 1 in the EC2 API. These days many
API clients try to use signature version 2 by default. Its pretty easy
to support and (IIRC) quite a bit more flexible.

This is a wishlist bug, so perhaps we could document this more widely so
that developers don't need to figure it out by trial and error.
