Okay, this is trivial to solve in the debian packaging.

I'm curious why I've never seen this before, though.  I'd like to
understand that before I correct it, in case the fix belongs in the
Eucalyptus code itself, rather than the packaging.

Dan, do you have any idea what might cause this?  For these directories
to be used before they're created?
