[Bug 515824] [NEW] 'populate-arp.pl' doesn't?

Public bug reported:

Using STATIC or SYSTEM network configuration in a single machine (yes, I
know it's not supported) doesn't seem to work. Looking through logs I've
found the following:

ERROR: Disallowed command ///usr/share/eucalyptus/populate_arp.pl
ERROR: Disallowed command ///usr/share/eucalyptus/populate_arp.pl
ERROR: Disallowed command ///usr/share/eucalyptus/populate_arp.pl
ERROR: Disallowed command ///usr/share/eucalyptus/populate_arp.pl

Judging from Bug #358541, this might be the cause of my problem.
