quite certain.. its a bit tricky to find it in bzr, but this will give
it to you for, say, maverick:

$ bzr branch lp:ubuntu/maverick/upstart maverick
$ cd maverick
$ bzr diff -r tag:upstream-0.6.6..tag:0.6.6-3

apt-get source will wrap it up in the .diff.gz for you as well.
