useradd: não foi possível bloquear /etc/passwd; tente mais tarde.
adduser: `/usr/sbin/useradd -d /var/lib/clamav -g clamav -s /bin/false -u 116 clamav' retornou erro de código 1. Saindo.
dpkg: erro processando clamav-base (--configure):

Something is blocking the user database file (/etc/passwd) and because
of this clamav's package's postinst script can't create the clamav user. You
should check out what is blocking the passwd file, eventually try to
remove the block (I'm not 100% sure, but there should be an
/etc/passwd.lck or some other file), or try a reboot, then reinstall
clamav.

This is not a clamav bug, marking as invalid.
