I CAN'T confirm this bug on Hardy. As per the manpage:

       --ifconfig-pool-persist file [seconds]
              Persist/unpersist ifconfig-pool data to file, at seconds intervals (default=600), as well as on program startup and shutdown.

I ran an openvpn on Hardy with the following options:

ifconfig-pool 172.16.22.224 172.16.22.255
ifconfig-pool-persist ipp.txt 10

At startup there was a file named ipp.txt created, it was empty. Then I
connected a client which got an IP address from the pool and after 10
seconds the ipp.txt file was updated. Because by default it saves the
file every 10 minutes, it's easy to think it doesn't get anything, but
if you shut the openvpn server down, it automatically saves the IP
addresses in the file.

@Michael: if you could provide more details about your setup, we could
try reproducing the problem. Thanks.
