  * debian/ntpdate-debian: Disregard empty ntp.conf files (thanks, Mika
    Wahlroos; LP: #83604).
  * debian/ntp.preinst: Remove empty /etc/ntp.conf on fresh installation, to
    work around the system-tools-backends part of LP #83604.
