Thanks for reporting this bug and helping to make Ubuntu better.  Could
you tell us

1. if you stop the client, does the vsftpd memory usage go back down?
2. is there anything interesting in the vsftpd log files?
3. does the connection succeed if you use 'ftps://name:password@domain.com" ?
