Experienced the same problem with missing testparm on Maverick with
samba-common-bin 2:3.5.4~dfsg-1ubuntu8. Quickly fixed it with:

sudo dpkg-reconfigure samba-common-bin

which reinstalled alternative links for testparm and family.
