[Bug 622995] [NEW] gen_kvm_libvirt_xml needs better 'is_multiboot_img'

Public bug reported:

The current 'is_multboot' uses 'file' to basically say "if this is not
identified by 'file' as a linux kernel, then it is multiboot image".
That is obviously less than ideal.

We need a better check there.
