Here is the error. We should try to find out which file slapd is trying
to open.

Could you strace the process to figure out which directory or file slapd
is trying to open for ldapi?

  sudo strace  slapd -h 'ldap:/// ldapi:///' -g openldap -u openldap -F
/etc/ldap/slapd.d/ -d 16383
