For maverick, this is "fix-released".  In newer versions of cloud-init there are only upstart jobs:
 cloud-init
 cloud-config
 cloud-run-user-script

cloud-run-user-script runs on "stopped rc RUNLEVEL=[2345] and stopped
cloud-config"
