[Bug 614503] [NEW] packaging: please update eucalyptus-sc's dependency on 'tgt'

Public bug reported:

On current r1219, Eucalyptus dies if 'tgt' is not installed. See bug
614488.

As such,  we should change the requirements from 'recommends' to
'depends'.
