[Bug 572489] [NEW] Upgrade package to use db4.8 instead of 4.7

Public bug reported:

As mentioned on https://blueprints.launchpad.net/ubuntu/+spec/lucid-
duplicated-packages , OpenLDAP should be migrated from db4.7 to db4.8 -
especially as libdb4.8 already seems to be installed by default, and
libdb4.7 isn't.

I am willing to help with this, including testing - if someone can point
me to the process documentation or otherwise help guide me through the
process to make this happen.
