I tried 4->5->your proposed 5.1 and ended up with:

 olcDatabase: {0}config
 olcAccess: {0}to * by dn.exact=gidNumber=0+uidNumber=0,...
 olcAccess: {0}to * by dn.exact=gidNumber=0+uidNumber=0,...
