Probably a duplicate from bug 432964 ?

Please remove the following files if present:
/etc/passwd.lock 
/etc/passwd+
/etc/shadow.lock

and try again.

Dustin: how do you suggest the postinst be made more robust ? We need to
add that user/group and ntp installation will not be complete without
it. If a lock prevents access to /etc/passwd, I see little way around
it...
