Node autoregistration runs:
/usr/sbin/euca_conf --no-rsync --skip-scp-hostcheck --register-nodes "${IP}"

So it's *not* exercising the rsync codepath. It usually fails because
the authorized_keys on the NC are not set on a package based install and
must be done manually.
