[Bug 554903] Re: apache2 with mod php5 does not execute index.php

This patch makes apache2 serve php5 from public_html by default, and includes instructions on how to disable it.
Previous behavior was was to disable by default and instruct to enable.

I think my way is more user friendly and is expected behavior.
