[Bug 438631] [NEW] eucalyptus-nc needs an upstart job

Public bug reported:

eucalyptus-nc still uses an initscript, as a minimal-risk-pre-beta workaround for bug 438585.
It needs to be rewritten as an upstart job to be consistent with the rest of eucalyptus.
