[Bug 436210] Re: use ssh -oStrictHostKeyChecking in euca_conf --discover-nodes

This should be relatively straightforward, to append an
SCP_OPT="-oStrictHostKeyChecking=no" if we're in --discover-nodes, and
SCP_OPT="" otherwise.
