I fixed the problem about a month ago after another failed upgrade
indicated that the problem was caused by a dhcp configuration file in
another location. That file was located under etc/default (I think) and
it was largely blank. When the server tried to start using that
configuration file it gave the errors shown in the original message.
The configuration file in the standard location (/etc/dhcp3?) was
correct but not being used. I deleted the blank configuration file and
the package updated correctly.
This may have been caused when I accidentally selected the option to
restore some of the communication configuration files to the defaults
during an upgrade. That particular dialog was not very clear about
which option preserved the changes I had made in the configuration
files.

Cannot uninstall dhcp3-server either. Stopped server and tried to use
synaptic to remove, but got an error and package remained installed.
