Thanks Paul for this bug report.

>From the logs it appears that the instances get private addresses 172.19.1.2 to 172.19.1.30.
There is a VNET_ADDRSPERNET="32" by default in eucalyptus.conf, limiting the maximum number of instances in a single security group. Did you fire all of your instances in the same group ? Could you try increasing this parameter to see if it changes anything ?
