I cannot reproduce this with Hardy's bind.  It seems your forwarder is
to blame here:

 forwarders { ...  87.216.1.65; };
 ...
"87.216.1.65 is POOR: 26 queries in 4.5 seconds from 1 ports with std dev 0"
