[Bug 452754] [NEW] eucalyptus link local address should be labeled

Public bug reported:

Closely related to Bug #451607 (in part, the cause of).

Eucalyptus needs 169.254.169.254 to provide the metadata service
(compatibility with Amazon EC2).

When configuring this address, we should label it appropriately, such
that it doesn't conflict with eth0.
